machine.config changes - restart needed?

In order to beat a whole bunch of ViewState corrupt errors, we made a change
to the machine.config file, so that two servers in a cluster have the same
key for the view state.

I've noticed that we're still getting some viewstate errors though (my site
emails me every error.) Is a restart of IIS necessary? I know for web.config
files it is not.
