managing local groups

    hello,

    is there a way to manage winxp local groups via an api in the following
    scenario:

    you setup an an administrator password. you setup an user, who is not
    an admin. you provide him with a software, which he can use without any
    further prompting for a password to become admin simply by one click.

    obviously the user himself doesn't have the right to join
    administrators ('net localgroup' on command line) without a password
    prompt. but is it possible to do this authentication over a c++/c# api
    or something.

    any help is much appreciated.
