is not illegal, even if it were intentional.

is not illegal, even if it were intentional.

If it were intentional, then it was most certainly spam in
the common meaning of the word.

It may or may not fell in under various spam laws - many of
them are focusing on commercial spam.

And knowing that it happen by accident frequently and not taking
action to prevent it is a bad as intentionally.
