multiple user weblog?

Hello! This is probably easy to a programmer, still i wonder
if there is a possibility to install a multiple user weblog.

Involved users should get passwords to be able to post
text and other content via web, and content above 500 kb should
be rejected... New users should be able also to register with a form,
and after (e-mail?) approval added to the user list.

Yes, it's a standard feature in WordPress at least and I bet most
other decent blog software.
