Multiplication Tables using Bitwise operator

I tried thinking of doing mulitplication of number using bitwise
operator , couldn't find logic

please anyone throw light on this ,,,,,

Spoilsport! Couldn't you have waited until at least one elegant but
(perhaps deliberately) wrong and at least one obfuscated solution had
been posted?
