NetBeans 4 Can't set form to starting size

Hi,

My JPanel app. (GridBagLayout) starts slightly too small and I can't
change either the Form size property or the preferred initial size
property. In the past I seem to remember having to set 'Generate Resize
Code' option to True first but this doesn't seem to be there.

Any ideas?
