Netscape 7.1, open link in a new tab, is there a way to do this?

Is there a way, in Netscape 7.1 (or any other browser which support
tabs), to open a link in a new tab? Is there a way to open a new tab
similar to opening a new window?

I am most interested in do this via Javascript but I'd also like to
know if there is a way to do this with an href - perhaps something new
like target=.
