newWizards as an extension and extension point?

    hi..

    i'm trying to figure out eclipse plug-ins, looking through the plug-in
    registry i see that newWizards appears as an extension in for example
    org.eclipse.ui.ide and extenion point in somwhere else, so what gives?
    so what it? is it a plug in?, just a string with an id in the xml?
    do i have to define a class for an extenion point?
