Quick question:

Will browser pop-up stoppers stop a new browser instance from opening
up if I create a link such as:

<a href="URL" target="_blank">

I want users to be able to click on a link to go to an external site
without leaving my site.

Are you deliberately trying to create a perfect troll? If so:
congratulations. Just did it.

If not: please google this group on target=_blank and find yourself a
_lot_of_discussions_ on why you shouldn't want this in the first place.

btw. the user should have the choice to open a link in a new window or not!
