    Is it possible to overlay panels? If so, how would you do it?

    Use CSS.
    http://www.w3.org/TR/REC-CSS2/visuren.html#relative-positioning
    Simple example:
    <asp:panel ID="Panel2" runat="server" BackColor="#FFFFC0"
    Height="50px" Width="125px" ></asp:panel>
    <asp:panel ID="Panel1" runat="server" BackColor="#FFC0FF"
    Height="50px" Width="125px" style="position:relative;left:
    5px;top:-20px;"></asp:panel>
