Positioning Divisions with CSS

I converted a page that was using a table to divisions with css
positioning. I am not too clear on absolute and relative positioning
but I was able to get the page to display in IE and Netscape. Can
someone look at the page and let me know if there is a better way to
position the elements. I am not able to get them exactly where I want
them and the positions change between browsers.
