Problem Gems update one click install windows

Using the one click installer on windows. 1.8.4.17 rc2
When i attempt to any gems i get errors gem install rails or gem
upgrade i get:

Error while executing gem....(argument error)
syntax error line 142311 col1175 ........ ruby gem is a package
management framework....
This gem is an update for base rubygems software. you must have a base
install of rubygems software before this update can be applied
