Problem regarding TLB files

Hi,
I gave a bild to my client.In my build I removed all TLB files.
I used COM+ in my project.My client is reported me a screen is not launched.
I found the 2 TLB files are created in the client machin.I removed the TLBs
the the system working fine.
why the TLBs are created.
