Programmatically Creating new windows user accounts

I would like to create a web form that gives administrators the ability to
create and modify windows users on our server. The problem is that I am
having trouble finding examples of programmatically creating/modifying
windows user accounts - does anyone know of a .net library or windows API
that does this?

We do not currently use active directory on this server - however I believe
ADSI has some support for this so if that's the only option I'm planning on
promoting that machine to its own domain controller and exploring that
route.
