Although Mr. Martin Jay said that "A page with a heading, left-hand menu,
right-hand text, and a footer?" is easy to do, and I followed Dorayme's
suggestion to remove everything except left in the:

http://137.189.43.41/test.html

but still it does not produce the "easy" layout.

If you go to:

http://www.w3.org/TR/CSS21/visuren.html#img-frame

you'll find it gives you an example. i just want to produce such a page. If
the browser window size is reduced, i expect nothing displayed will change
except the browser window will show scrollbar(s) for a user to navigate.

You are asking for unusual trouble using such unrealistic long
unspaced strings of characters... use ordinary length words...

But really, you just can't do this like this. You need to read a
tutorial or a book on the subject for the basics.

Look up examples you like on the web... what about
http://www.unverse.net/layout/2-col-head-foot.html as a quick
find?
