  1. It turns out there is a setting you can add to the web.config file to prevent copying assemblies to the Temporary ASP.NET Files folder:

    <hostingEnvironment shadowCopyBinAssemblies="false" />

    It's all related to ASP.NET's dynamic compilation (http://msdn.microsoft.com/en-us/library/ms366723.aspx). Once I made that change everything started running from the solution's bin folder. I hope this information helps someone in my similar situation.
