    Here's one that looks promising:

    "This web application allows authorised users to create, edit, delete and
    upload files, as well create, delete, move and rename folders through a web
    interface. It allows basic file management without requiring an FTP client
    installed on the machine. Intended use is for managing web sites without having
    direct FTP access, such as a LAN or internet cafe with a firewall ftp block. VS
    files (c#) are included for anyone who wants to edit / extend the project."
