in my web.xml programatically in a servlet?

I think it's one of ServletContext.getAttribute() or
ServletConfig.getInitParameter() , use getInitParameterNames() to get
all possible names.

I believe the method getMaxInactiveInterval() on HttpSession will do
what you require.
