The software must run on Windows NT/2K/XP. Commercial or free are

Borland's JBuilder has a "migration wizard" for converting VC
projects, in case you have existing VC-oriented code. But check with
the feature matrix to see which version (Developer, Enterprise) has it
so you don't buy the wrong version.
