remote debugging is not working?

ASP.net bebuging rejected. the error message is: Error
while trying to run project: Unable to start debugging on
the web server. Access is denied. This seems to be because
the 'Network access: Sharing and security model for local
accounts' security policy does not allow users to
authenticate as themeselves. this can be configured with
the 'Local Security Settings' administration tool. "

But the question is: 'Network access: Sharing and security
model for local accounts' in the message is for win
server 2003. I cannot find this entry in win2000 server
(which is our web server)'s Local Security Settings. Could
any one tell me which entry i should change to achieve the
same effect??
