Remove an Element from an Array.

I have this Array:
Dim cultureList(,) As String = {{"English", "en-GB"}, {"Português",
"pt-PT"}, {"Espanol", "es-SP"}}

How can I remove the second element of this array?

Create a new array, of a length one shorter than the first, and read all but
the second element into it.
