Request (not spam): where to find programmer (freelance) networks?

My company needs an .asp application programmed in .net; we have an internal
group but they don't have time to complete this application before it needs
to be available for use. I understand that there are networks of programmers
where folks can post (and programmers can bid on) jobs, and I'd like to
explore that as an option. I'm not interested in personal solicitations for
the work, or websites that are for an individual company- just the open
networks of programmers. I may also contact some .asp MVPs directly to see
if they might be interested, but I don't want to limit my options in case
    they aren't interested/available/affordable.

I have (very) basic VB.net programming skills, but no asp experience at all,
    and no time to learn.

    Thank you for any suggestions,
    Keith
