Does anyone know how to program ring tones for phones?

No programming to it. You create a sound file in one of several formats
(including MIDI, for example), then write a descriptor file to go with
it, then download onto the phone, typically via the "wireless web"
feature (or "PCS Vision", or whatever your vendor calls it). Web server
configuration is the hardest part, but there are plenty of web-based
"uploader" tools that can create the descriptor and host it properly for
you.
