Server Application Unavailable

When attempting to run a C# aspx web form Visual Studio this message is
returned:

"Server Application Unavailable
The web application you are attempting to access on this web server is
currently unavailable. Please
hit the "Refresh" button in your web browser to retry your request. "

If a simple .hmt page is used as the start up page the application starts
normally.
Any ideas what might cause this?

If you are using Windows XP and VS 2002, you might want to check out:

There is a problem with installation of security update MS03-032.
