Server push

Is there a way I can push pages from the server to the client pages to
enable refresh. I am using meta tags with refresh rate specified, but
for some reason it does not refresh every time. I have changed the
settings in IE to refresh every visit to the page. Are there any other
settings that can be made on the browser to enable refresh.

How can I force a push from the server.
