Setting AdRotator AdFile to aspx page

I have an aspx page that returns xml in the format required for the
asp:adrotator control. When I set the adrotator control to this page I get
the error:

[XmlException: The '%' character, hexadecimal value 0x25, cannot begin with
a name. Line 1, position 2.]



I have checked the xml file and it is valid. do I need to use a stream
object or something like that?
