should windows 2000 smtp service work for me?

Will my PC be able to use the SMTP service to send email? The PC is
w2k, the SMTP service is started. My PC is on a lan, connects to a
LinkSys router, the router is connected to the DSL modem, which goes
out to the internet. No firewalls in place.

In the instructions for setting up the SMTP Service, there is a
delivery tab, then an Advanced Delivery panel. There is a "fully
qualified domain name" field in that panel. It is set to the name of
my PC. Is that the correct value? Should I instead use the outgoing
mail server that outlook 2000 is configured to use?

Another field in Advanced Delivery is "smart host". What is that?
Should I use the domain name of my local ISP?

Basically, I cannot send mail using MailMessage and SmtpMail in
System.Web.Mail. The error message is "could not access 'CDO.Message'
object".
