shutdown ASP app from ASP page?

1) I have an ASP3 app that is leaking something and
eventually lower level COM parts stop working. I can test
for this condition from ASP script.
Is there a way to shutdown the App from code?

2) The Shutdown button in IIS never seems to work while
there are active sessions. Is there a way around this.

(this would all be nicer in .NET)
