the HTML authoring used.

Do you mean for elements to overlap each other in the bottom right
corner?

Do you mean for the text to be impossible to resize in Windows IE?

The message "Javascript is either disabled or not supported by this
browser. This page may not appear properly" actually makes the page
appear worse. If that pointless message hadn't been included then the
page would display just the same with JS disabled as when it is
enabled.
