sound in C/C++

i need to implement a function that's analogous to MATLAB's "sound"
function.

i.e., converting a vector into a sound that gets played by the speaker.

is there a crossplatform implementation of such functions in strictly
C/C++? (for instance with OpenAL?)

No. Neither C nor C++ specify any method by which to control a
computer's sound facilities.

The answer would have to be no, since not all platforms have the
capability for sound.

Also, there is no such language as C/C++.
