Starting new Browser

How would I go about one of 2 options ......

1) I have an image in a frame to allow visitors to visit a special
web site if they are interested.
Currently, when selected the new URL is dumped just into
the frame, not the whole window.
So, how would I cause the new URL to take over the whole
window?

2) Another solution is to start a whole new browser window
and let the new URL reside there. How would I do that?
