Stopping service on windows with signals

I have a perl program ( a simple server) that I start up as a service
using cygwin's cygrunsrv. I have signal handlers for INT, TERM and HUP
all of which work OK when used on the command line. However windows is
still unable to shutdown the service. This could be a cygwin issue i
guess, does anyone have any experience stopping/starting perl programs
running as services on Windows?
