"The project location is not fully trusted." on Local Drive?

I am getting this message when trying to open a VB Web Service running
on my local C Drive...

It started happening when I copied all my VB Solution (including the
Web Service Project) from My laptop to a desktop.

If I remove the project from the solution and re-add it from the Local
Drive location, everything seems fine until I close .Net studio and
try to reload the solution.

Why does it believe this is not a trusted location???
