Time in combobox

Hi,
I need to display the time in combo box like the one we have it in
Windows 2000.
we can change the time using the arrow.. it looks like this:

4:40:54 PM

in a text box .
i need to do it like this in my page.

ASP is serverside code and so has no comboboxes.
