You could either assign users with FTP accounts, which isn't really
practical for many users, or write some pages/scripts that handle file
upload using the file input element. Try http://php.resourceindex.com/
for some easy-to-follow ready-written scripts.

You may also need some server-side code to generate the gallery index,
but it's worth getting your upload method sorted out first.
