Translate text automatically?

Does anyone know of a web-service where I can pass:

"en-US"|"fr-FR"|"Hello"

to get back:

"Bonjour"

?

I have got a large SQL table with a whole lot of English phrases. I'd like
to automatically populate the table with French, Chinese, German etc.

Have you looked at the Google web services? They have this functionality in
their pages and may expose it?
I think the example is too simple though as there's often cases where the
word or phrase is unknown.
