unable to display ActionMessage in struts

Hi,
I am not able to see the message on my jsp page.
This is the setup.

jsp page :

<logic:messagesPresent message="true">
<html:messages message="true" id="msg">
<bean:write name="msg" ignore="true"/>
</html:messages>
</logic:messagesPresent>


Action:

ActionMessages actionMessages = new ActionMessages();
actionMessages.add("message1", new ActionMessage("message.test"));
saveMessages(req,actionMessages);

ApplicationResources.properties :
message.test=Required fields not entered




Any help would be appreciated.
