using c.tld in jdeveloper

I,
have you ever experienced any problem to use c.tld taglib in
jdeveloper built in projects?
I edited web.xml properly and copied jar and tld files in appropriate
subdirectries
but it says 'cannot load class http://java.sun.com/jstl/core'
