[vc] blocking unwanted hot keys

    There is no way to do it in standard C++, the subject of

    (e.g. Alt+Crtl+Del; Alt+F4; Alt+Tab; Crtl+Esc (start menu); Alt+space bar)
    and win button (on windows keyboard)
