VWD for mobile applications

Hi,
I am new to the mobile web applications and want to know a few things
regarding this.

1. Can we develop mobile web applications using Visual Web Developer
express edition? and use it commercially?
2. When we develop a mobile web application, can the application also
be accessed using a desktop other than the mobile devices, PDAs etc
3. Is there a difference between compact devices and mobile devices. Do
we have to take care of this while developing mobile web application?

If anyone can provide some info on this, it will be very very helpful
