waiting Threads and processor assignment

Hello,
does a processor assign computing time to a Thread which is
currently waiting for a notification (even if it's just for the very
short
time it takes to realize that the Thread is waiting)?
Or are those Threads skipped completely by the processor during
assignment
of computing time?
