WebApplication Startup Problems

Hi
OS : Windows 2003 Server
: Visual Studio .NET 2003

When is start a new C# Web Application i get the following error
Message

Access to the path "E:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary
ASP.NET Files\webapplication3\5fd863c0\83229ec1" is denied.
The folder \webapplication3\.. is missing
In IIS manager i see a wheel icon instead of folder icon

How do i solve this problem
