webserver and file save

I have a windows FTP server.

I'd like to be able to upload a file via a web form and send a
confirmation email.

It seems to me that the FTP server will need some kind of webserver to
do this, and some way of saving the file.

My experience is on *nix, I would install Apache and saving the file
is trivial.

What's the easiest way to accomplish this on this NT box?

You *could* install Apache if that's what you know. Otherwise, use
IIS and try starting here:
