What is "ASIC turnkey service"?

I work for a fabless company, and we have taped out several chips
before, so I'm familiar with the overall flow from design ->
manufacturing.

Some of the design-service companies offer "turnkey service"? What
exactly does that mean? When I read the description, I get the
impression that the design-service handles wafer-cutting, packaging,
and test(ATPG.) Basically, they manage this so the fabless
customer doesn't need to contact individual specialist companies.

Is that right? Or is there something more?
