It's a Microsoft Office Smart Tag

Microsoft does not support true W3C xhtml served properly, but they do
have several file types for special things that have a more or less
XML structure with everything being closed, etc. The Microsoft Office
Smart Tag that you identify appears to be an example. Another example
is a .wax play list/redirector file used for the Microsoft WMP. It too
has an XML structure as shown in an example below.
