what is "web development cycles"?

    It sounds like an informal term that refers to the frequency that a
    web application would be modified.

    In this regard it is perhaps more common to refer to formally
    refer to such a process as 'iterative development' which recognizes
    that development is never really done as the future continues to impose
    the need to respond to market demands or whatever motivates the
    share holders of the site to successively create one version after
    another, i.e. iterations.
