What's causing drop-down box in Firefox to appear taller?

In Firefox the height of the Group Language drop-down box appears taller
than the Category drop-down. This doesn't occur in IE. Anyone know why?

Hm, it looks really as a bug in Firefox. While difference is just 1px
to me, it really shows it higher

....and just because of this

<option value="HI-IN">हिंदी</option>
<option value="TH-TH">ไทย</option>
<option value="ZH-CN">中文</option>
<option value="KO-KR">한국어</option>
<option value="JA-JP">日本語</option>

if you remove the lines above, the problem will gone!
