When do you need @control directive

I just started playing with User Controls and I found that some books have
the @Control directives in them and some don't.

Why is that?

When do you have to have it?

For example:

I could have an ascx file that only has the following include statement in
it and it work fne.

<!-- #include file = ..\includes\StaffingHeaders.inc -->
