Why HtmlEncode NavigateUrl, ImageUrl: missing some point??

Dear all,

Why does ASP.NET HtmlEncode the NavigateUrl for HyperLink and the
ImageUrl for Image? Didn't they think of someone using url's with
parameters in the querystring? Or this is configurable?
