Win 2K3 IIS issue

My win 2K3 std box has 4 static IPs.
each of them have been assigned to both the IP card and to an IIS website.
The problem I'm having, is that only the last IP will show the website to other computers.
The first three websites are only visible to the internal browser.

I need to know what I am missing to get the first three IPs to show their websites.

All IPs are pingable. None of this is clustered. I have verified that no other computer has the IP address assigned to it.
There is no double assignment of IPs to websites.

This was working perfectly under Windows 2000.

Believe it or not, the problem had nothing to do with the server or IIS. All I had to do, was to go into my Active Directory records and remove all references to the previous server.

Problem solved.
